Innovative Approaches to Job Creation

Initiatives to help jobless or underemployed persons living below the poverty line find employment or skills training.

There is a destructive process in which unemployment or lack of skills force many Canadians outside the economic mainstream and they become marginalized and at risk. This downward spiral is often extremely difficult for an individual to stop without help from the community.

Approaches to Poverty will serve as a research and demonstration project transferrable to communities across Canada and will continue for a number of years. It will support initiatives to help jobless or underemployed persons living below the poverty line to find employment or to get training in the skills necessary to find employment.

Project Components


  • research or providing existing research materials to local communities or groups

  • providing consultation and resources to existing job creation projects

  • developing new job creation projects

  • financial support to specific projects

  • training adapted to specific projects after completion of a needs assessment.

The Foundation has contracted with Social Capital Partners to deliver the project over a three-year period.
